President of the Energy Regulatory Office has approved the Transmission Network Code

By virtue of the decision of the President of the URE of 5 January 2021, the Transmission Network Code (TNC), regarding the national transmission system owned by Gas Transmission Operator GAZ-SYSTEM S.A., was approved (version 28).

The need for updating the TNC stemmed from the experience gained during the validity of its previous version, as well as from comments and suggestions given by the transmission system users.

In June 2020, the proposed amendments to the TNC draft were subject to consultations.

One of the amendments involves the addition of an item in the chapter regarding transmission system development planning, pertaining to the optimisation of the transmission infrastructure in the context of the functioning of gas stations. The said item thoroughly describes how the technical parameters of gas stations shall be determined if they need for their modernisation arises.

Furthermore, the rules for ordering capacity during the recipient’s technological start-up and the storage facility were made more detailed, including clarification of the requirements for submitting an application for capacity allocation on the basis of technological start-up (PPR), the minimum and maximum allowable capacity, and the start-up period.

The definition of the concept of the virtual reverse transmission service was also clarified in the new version of the TNC, as well as the issues related to the types of interruptible capacity were sorted out.

Pursuant to the provisions of the new Code, the entity applying for connection to the transmission network shall be able to submit an application for the definition of connection conditions via the IIS (Information Interchange System). GAZ-SYSTEM will also use a standard template of the agreement on connection, which will be published on the company’s website.

The provisions of the new TNC hold the Transmission Service Principals (Shippers) obliged to provide the Transmission System Operator (TSO) with information on the entities owning the gaseous fuel exported in a given gas month at the exit points from the transmission system outside the territory of the Republic of Poland.

Following the provisions of the new Code, the sole place where GAZ-SYSTEM shall publish information on capacity limitations at a given point in the form of Urgent Market Messages, as well as on other events that may affect the gas transmission services provided and the operation of interoperating systems is the Gas Inside Information Platform (GIIP).

The method of introducing capacity limitations, on a continuous basis, was made more detailed. If the Shipper submits a nomination at a given point, where the volume of gaseous fuel planned for transmission is greater than zero, the restrictions shall be introduced via individual information provided to the Shipper on the reduction of the nomination due to capacity limitation, while in other cases – via the publication of the Urgent Market Message published on the GIIP, which will indicate the point applicable to a given restriction and the total level of capacity restriction for that point.

According to the new TNC, the network user shall be able to resell their capacity, excluding capacity at the MFPWEOSD, MFPWYOSD, MFPWEOSM and MFPWYOSM points, solely on the internet platform indicated by the TSO, in accordance with the rules of this platform.

What was also changed is the time, from which nominations, under the increased nomination procedure for points at the interconnection with other transmission systems, are accepted. Nominations under the increased nomination procedure can be submitted from 00:00 of the gas day preceding the gas day applicable to the nomination. This change will ensure that the interruptible capacity for the within-day period will be allocated as late as the interruptible capacity for the daily period has been allocated (in line with the CAM NC).

The provision on the fee for non-compliance of operational data in relation to the billing data was changed – it shall not be charged if the difference between the estimated volume of gaseous fuel allocated to a given Shipper for a given gas day and the billing volumes of gaseous fuel allocated to that Shipper for the same gas day will be greater than 0.5% of the billing volume of gaseous fuel allocated to this shipper on a given gas day.

A list of reasons because of which the TSO may reject the DSO transport forecast was also introduced – the TSO’s rejection of the transport forecast may occur, inter alia, due to exceeding the capacity allocated to the DSO.

By virtue of the decision of the President of the Energy Regulatory Office, the new version of the TNC shall enter into force on 1 February 2021 at 6:00 am.

GAZ-SYSTEM is a strategic company for the Polish economy. It is responsible for the transmission of natural gas, manages the most important gas pipelines in Poland and owns the President Lech Kaczyński LNG Terminal in Świnoujście.

As part of the 2015-2025 investment programme, GAZ-SYSTEM is constructing over 2000 km of new gas pipelines in the western, southern and eastern parts of Poland. Over a dozen new gas pipelines are under construction within the North-South Gas Corridor and the compressor station in Kędzierzyn Koźle, as well as interconnections with Lithuania and Slovakia. Onshore gas pipelines are planned to connect the planned FSRU floating terminal in the Gulf of Gdansk with the national transmission system. The LNG Terminal in Świnoujście is also being extended, as a result of which the regasification capacity of this facility will be increased by more than a half.

The company is also implementing one of the most important infrastructural projects in the country - the Baltic Pipe project which consists in the construction of a two-way offshore gas pipeline connecting Poland and Denmark, expansion of the local transmission network and three gas compressor stations.
