The President of the Energy Regulatory Office has approved the Transmission Network Code

By decision of the President of the Energy Regulatory Office of the 20th of December 2018, the Transmission Network Code (TNC, version 26) was approved.

GAZ-SYSTEM S.A. has introduced changes to the new version of the TNC resulting from the need to adapt to the changing requirements of the law (the Act on Oil, Petroleum Products and Natural Gas Stocks and the rules of conduct in situations of threat to national fuel security and disturbances on the oil market, Measurement Law and further implementation of the provisions of Commission Regulation (EU) No. 312/2014 of 26 March 2014 establishing a Network Code on Gas Balancing of Transmission Networks, Commission Regulation (EU) No 2017/459 of 16 March 2017 establishing Network Code on capacity allocation mechanisms in gas transmission systems. 

The proposed solutions are also the result of experience gained during the application of the existing TNC, as well as suggestions provided by the transmission system users as a result of consultations on the draft Instruction, which took place in 2018.

The changes to the TNC introduced by GAZ-SYSTEM S.A. include, inter alia, the regulation of the rules for the release of mandatory stocks, the introduction of a demand forecasting mechanism, the implementation of the provisions of Commission Regulation (EU) No 2017/459 concerning the rules for new or expanded interconnections with other transmission system operators. In the area of balancing, in accordance with the demands of market participants, a mechanism for monitoring the compliance of operative and settlement allocations has been introduced. In the area of the low-methane natural gas (Lw grade), a virtual point has been introduced which enables the execution of transactions entered into on the Polish Power Exchange. Regulations concerning metrological control of measuring devices have also been introduced.

By implementing the above changes, GAZ-SYSTEM S.A. has completed another important stage in the implementation of the provisions of the European network codes to the national Transmission Network Code - TNC. Pursuant to the decision of the President of the Energy Regulatory Office, the amended TNC shall enter into force on January 1, 2019 at 6:00 a.m.

At the same time we would like to inform you that the content of the TNC approved by the President of the Energy Regulatory Office has been published by GAZ-SYSTEM S.A. in the Customer Zone section.

GAZ-SYSTEM is a strategic company for the Polish economy. It is responsible for the transmission of natural gas, manages the most important gas pipelines in Poland and owns the President Lech Kaczyński LNG Terminal in Świnoujście.

As part of the 2015-2025 investment programme, GAZ-SYSTEM is constructing over 2000 km of new gas pipelines in the western, southern and eastern parts of Poland. Over a dozen new gas pipelines are under construction within the North-South Gas Corridor and the compressor station in Kędzierzyn Koźle, as well as interconnections with Lithuania and Slovakia. Onshore gas pipelines are planned to connect the planned FSRU floating terminal in the Gulf of Gdansk with the national transmission system. The LNG Terminal in Świnoujście is also being extended, as a result of which the regasification capacity of this facility will be increased by more than a half.

The company is also implementing one of the most important infrastructural projects in the country - the Baltic Pipe project which consists in the construction of a two-way offshore gas pipeline connecting Poland and Denmark, expansion of the local transmission network and three gas compressor stations.
