Connection Gas Pipeline to the Dolna Odra Power Plant

Description of the Investment

The planned gas pipeline will connect the Dolna Odra Power Plant in Nowe Czarnowo owned by PGE Górnictwo i Energetyka Konwencjonalna with the existing gas infrastructure of GAZ-SYSTEM. It will allow using the potential of availability of fuel supplied to the Świnoujście LNG terminal and the planned route of the Baltic Pipe gas pipeline. Thanks to the application of modern technology, the National Power System will obtain energy coming from low-emission generation units, which meet the emission criterion significantly below 550 kg CO2/ MWh required by the European Union.

In Q4 2023, two new power units with a total capacity of approx. 1,400 MW fuelled with “blue fuel” are planned to be commissioned. The project is a response to the growing demand for flexible generation capacity in the energy system in this region, and the implementation of both interrelated investments is of strategic importance to ensure national energy security.

Basic Investment Parameters

Gas pipeline with a diameter of DN700 and MOP of 8.4 MPa.

The length of approx. 63 km, including the connection system to the existing shut-off and relief valve systems of the DN 700 MOP 8.4 MPa Szczecin-Lwówek gas pipeline and the planned DN 1000 MOP 8.4 MPa Goleniów-Lwówek gas pipeline in Przywodzie, and the gas station with a capacity of 250,000 m3/h.

The entire route of the gas pipeline runs through the West Pomeranian Voivodeship. The initial location of the investment was determined to ensure that it does not interfere with the housing development. The project will be implemented in the following municipalities: Przelewice, Pyrzyce, Kozielice, Banie, Gryfino, and Widuchowa.


The project aims to implement the scope of the connection agreement to the transmission network, which will indirectly contribute to increasing the volume of the operator’s transmission system capacity, thus establishing conditions for the development of a competitive natural gas market in Poland and companies operating in this sector.

The construction of modern power generating facilities in Dolna Odra Power Plant, which works for the National Power System, will significantly contribute to the achievement of the EU’s climate objectives and is in line with global trends in the power industry, assuming the construction of low-emission power generation facilities, which perfectly fits into the strategic development directions of the PGE Group. The investment based on gaseous fuel will ensure the reconstruction of the generation capacity of the Dolna Odra Power Plant, two coal-fired power units No. 3 and 4 already decommissioned, and the planned decommissioning of units No. 1 and 2.

An important benefit for municipalities will be the annual property tax paid by GAZ-SYSTEM S.A. in the amount of up to 2% of the value of the gas pipeline section located in such a municipality. Owners of the properties, through which the gas pipeline will run, will receive relevant compensation and will also be able to continue using them.

Legal Basis

The project will be implemented pursuant to the provisions of the Act of 24 April 2009 on investments in the field of re-gasification terminal for liquefied natural gas in Świnoujście (Journal of Laws of 2019.1554), i.e. “Special Purpose Gas Act” (Article 38 (2) (zh)).

Payments of Compensation

The implementation of the investment based on the Special Purpose Gas Act guarantees the payment of compensation to the owners of properties located along the gas pipeline route. Compensations are paid based on the administrative procedure conducted by the competent Voivode with local jurisdiction. At their request, an independent appraiser will develop an appraisal study which will be the basis for determining the amount of compensation. As soon as the construction is completed, the Voivode will issue an administrative decision specifying the amount of compensation.
