Strachocina-Pogórska Wola gas pipeline

Description of the Investment
Basic parameters of the project:
• high pressure gas pipeline,
• diameter: 1000 mm,
• working pressure: 8.4 MPa,
• length: approx. 97 km.

The design stage was completed in December 2016, with a full set of construction permits obtained.
Design projects were prepared by ILF Consulting Engineers Polska Sp. z o.o. and ARCADIS Sp. z o.o.
Construction work has been performed by a consortium of companies, with NDI Energy Sp. z o.o. as a leader.
Investor supervision is hold by MGGP S.A. company.
Construction of the gas pipeline is planned to be completed in 2021.

Location of the project
The gas pipeline will be located in the following provinces: Podkarpackie and Małopolskie.
It will pass the territories of the following communes: Sanok, Zarszyn, Haczów, Krosno, Korczyna, Krościenko Wyżne, Wojaszówka, Frysztak, Kołaczyce, Brzostek, Jodłowa, Pilzno, Skrzyszów.

Benefits resulting from the project
Strachocina – Pogórska Wola Gas Pipeline will be a significant stage of implementation of the North-South Gas Corridor in Poland, so the bidirectional (North-South direction) gas transmission will become possible. As a southern component, it will also extend The North-South Corridor towards the east.

The construction of this gas pipeline will enable gas transmission to Podkarpacie and Slovakia (using connection of Polish-Slovak interconnector) as well as gas transmission towards Ukraine, on the oposite direction as it is currently.

It will also enable to transmite imported gas from Hermanowice to Pogórska Wola, and further to Silesia, as well as gas transmission from Underground Gas Storage Strachocina to the transmission system directly to the West. In result, the operating costs of transmission system will be cutted by reducing the imported gas transmission route.

The property tax paid each year by GAZ-SYSTEM, equalling 2% of the value of the transmission infrastructure located within the territory of a given commune, will be considerable benefit for the local communities in question. The taxes will benefit the local budgets on a regular basis, and can be earmarked to address the needs of local communities.

Legal basis
The project is performed based on the provisions of the Act of 24 April 2009 on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście (consolidated wording: Journal of Laws of 2019, item 1554, as amended). The gas pipeline has been included in the catalogue of projects accompanying the terminal-related projects, pursuant to the Act of 30 May 2014 amending the Act on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście, and amending the Act on real estate management (Journal of Laws of 2014, item 906).

European Union subsidies
The plans assume that construction of the gas pipeline will be co-funded by the European Union under the 2014-2020 Operational Programme Infrastructure and Environment of the European Regional Development Fund.The value of co-financing available for acquisition from the EU is over PLN 236 milion.

Project of common interest

Environmental consultation
The Regional Environmental Protection Director in Rzeszów has informed on initiating the procedure concerned with issuing the environmental conditions decision for the undertaking titled “Construction of a high-pressure gas pipeline, DN 1000, MOP 8.4 MPa, between Strachocina and Pogórska Wola”.

Environmental decision
On 5 July 2016 the Regional Environmental Protection Director in Rzeszów issued the environmental conditions decision for the undertaking consisting in the construction of a high-pressure gas pipeline between Strachocina and Pogórska Wola (decision reference number WOOŚ.4203.12.2015.AH.127). On 9 September 2016, the enveronmental condition decision for the undertaking consisting in the construction of a high-pressure gas pipeline between Strachocina and Pogórska Wola along with the infrastructure necessary for its service has been given a final clause.

Detailed location decision
Detailed location decisions for Strachocina-Pogórksa Wola Gas Pipeline have been issued by governors of the following provinces: Małopolskie (18 August 2016) and Podkarpackie (28 September 2016).

Building permits
On 19th October 2016, Małopolska province governor issued a building permit decision for the part of pipeline runing throu Małopolska province.
Building permissions for stage I and stage II of the investment on Podkarpackie province were issued on 8 December 2016 by Podkarpackie province governor.
