Czeszów-Kiełczów gas pipeline
Project description
The project objective was to build a gas pipeline from Czeszów to Kiełczów of a length of approximately 33 km and a diameter of 1000 mm. The design works started in the third quarter of 2013, and on October 2015 a building permit was obtained for the pipeline.
On November 2016 a contract was signed with consortium of BUDIMEX S.A. and MOSTOSTAL Kraków S.A. for the implementation of the project.
The project was completed in the third quarter of 2018.
The gas pipeline is located in the Lower Silesia Voivodeship, in Zawonia and Długołęka area.
Benefits
The Czeszów-Kiełczów gas pipeline is an element of the expansion of the transmission system in the Lower Silesia region and the planned investment programme related to the start-up of the LNG terminal in Świnoujście, as well as the creation of a North-South Corridor. The construction of the Czeszów-Kiełczów gas pipeline is an important element in the reinforcement of Poland's energy security. Together with the other gas pipelines which will arise in the Lower Silesia region, the new segment with the highest operating parameters will allow for the transmission of larger quantities of gas in the transmission system and will constitute an element of the North-South Corridor.
Legal basis
The project is based on the provisions of the Act of 24 April 2009 on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście (consolidated wording: Journal of Laws No 84, item 700, amended). The gas pipeline has been included in the catalogue of projects accompanying the terminal-related projects, pursuant to the Act of 30 May 2014 amending the Act on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście and amending the Act on real estate management (Journal of Laws of 2014, item 906).
European Union subsidies
- On December 20, 2013 a contract was signed for co-funding the project entitled "Czeszów-Kiełczów gas pipeline" by the European Regional Development Fund under the "Infrastructure and Environment Operational Programme 2007-2013”. The value of co-funding obtained from the EU is over 833 thousand PLN.
- On August 31, 2017 a contract was signed for co-funding the project entitled "Czeszów-Kiełczów gas pipeline" by the European Regional Development Fund under the "Infrastructure and Environment Operational Programme 2014-2020”. The value of co-funding obtained from the EU is around 73 620 688,00 PLN.
Project of Common Interest
In October 2013, the European Commission granted the status of the Project of Common Interest to the project. More information about the meaning of PCI status for the development of the gas transmission infrastructure is presented here and in the brochure on PCI projects.
Environmental consultations
The Regional Director for Environmental Protection in Wrocław announced that the decision on environmental conditions for the project named “Construction of a high pressure DN1000 MOP 8.4 MPa gas pipeline on the sections from ZZU Czeszów to ZZU Wierzchowice and from ZZU Czeszów to the Kiełczów node within the framework of gas pipeline construction: the border of the Republic of Poland (Lasów) – Taczalin – Radakowice – Gałów – Wierzchowice, together with the necessary supporting infrastructure in the Lower Silesia Voivodship” will be issued by October 31, 2014.
