LNG Terminal

The LNG Terminal in Świnoujście was built in 2006-2016, and it is the first investment of this type in the Central and Eastern Europe and in the are of the Baltic Sea. Apart from the LNG Terminal, the following structures were built in Świnoujście: a breakwater, port infrastructure for handling LNG transporting ships, and Szczecin-Świnoujście connecting gas pipeline.

The LNG Terminal in Świnoujście:

  • enables accepting gas transported by sea from any part of the world;
  • paves the way for the actual diversification of the sources of gas supplies;
  • increases Poland’s energy security;
  • permanently changes the situation on the natural gas market in Poland;
  • contributes to the increase of the competitiveness of natural gas.

Schedule of works on the investment project

  • January 2006 – The Cabinet passed the resolution on the preparatory activities for the investment and commercial decisions concerning the construction of the LNG Terminal;
  • April 2006 – The Parliament passed the Act on the investments relating to the liquefied natural gas regasification terminal in Świnoujście;
  • August 2008 – The Cabinet passed the resolution recognising the construction of the LNG terminal to be a strategic investment for Poland’s interests, according to the plans of diversification of the sources and paths of natural gas supplies, and assurance of the energy security of the state;
  • April 2009 – The Parliament passed the Act on the investments relating to the liquefied natural gas regasification terminal in Świnoujście;
  • July 2010 – Polskie LNG, a subsidiary of GAZ-SYSTEM, concluded a contract for the design and construction of the LNG terminal;
  • October 2013 – The construction of the LNG terminal in Świnoujście received the status of a “Project of Common Interest” (PCI);
  • April 2009 – The permit to use the terminal was obtained;
  • May 2016 – The terminal was accepted and taken over from the contractor;
  • 17 June 2016 – The first ship with commercial delivery of LNG arrived in the terminal in Świnoujście;
  • 18 June 2016 – The ceremony of naming the LNG Terminal in Świnoujście after President Lech Kaczyński took place.

Under the Act of 24 April 2009, GAZ-SYSTEM has been performing the role of the co-ordinator of the works associated with the construction of the LNG terminal and the external port in Świnoujście. The duties of the company focus on the preparation of the project preparation and implementation schedule, monitoring of the execution of individual tasks according to the schedule, co-ordination of the exchange of documents and information by individual entities, monitoring of the implementation of the investment in the terminal, preparation of reports and recommending activities improving the task implementation process.

The role of GAZ-SYSTEM in the project, according to the provisions of the Special Purpose Act of 24 April 2009 (PL)The Polish gas transmission system operator was responsible not only for the coordination of the project and connecting of the terminal to the national transmission grid, but also participated in financing of the investment. Additionally, GAZ-SYSTEM was responsible for the construction and operation of the gas pipeline connecting the new terminal, and Świnoujście-Szczecin transport pipeline.
