According to the provisions of point 188.8.131.52 of the currently applicable Transmission Network Code of GAZ-SYSTEM S.A., the responsibilities of the Transmission System Operator in Poland include “holding periodic market screening exercises to assess the demand for new transmission infrastructure, with a view to using the results of such surveys in the definition of the capacity development or allocation plans”.
GAZ-SYSTEM S.A. is engaged in a regular dialogue with Market Participants with regard to the need for the expansion of the transmission network, including interconnectors.
The assessment of market demand for new transmission infrastructure is made through the following measures implemented as part of the consultation process:
- Market Screening – non-binding procedure for the assessment of market interest in network expansion and new capacity.
- Open Season Procedures or Capacity Allocation Procedures – a binding procedure that leads to the execution of transmission contracts with the TSO, as a result of which investment decisions are taken to proceed with the expansion of transmission infrastructure.
- Procedures for Allocation of existing capacity through auctions.
