Consultations concernig the new draft of the TNC and workshop for gas market participants

GAZ-SYSTEM S.A. invites all interested parties to take part in the consultations of the draft of amendments to the Transmission Network Code of GAZ-SYSTEM S.A. (the “TNC”).

The proposed changes result from the need to adapt the TNC to changing legal requirements as well as result from experiences of application of current Network Code and suggestions received from network users.

The key changes to the provisions of the Code result, among other things, from the implementation of the Commission Regulation (EU) No 2017/459 of 16 March 2017 establishing a network code on capacity allocation mechanisms in gas transmission systems and repealing Regulation (EU) No 984/2013 (NC CAM), which introduces procedures concerning incremental capacity at interconnection points. Moreover, the provisions concerning the procedure for the mobilisation and settlement of mandatory stocks of natural gas have been updated and aligned with the current Stockpiling Act. In addition, the amendment introduces provisions on the within day obligations which are related to the expiring period of the application of interim measures according to NC BAL (Commission Regulation (EU) No 312/2014 of 26 March 2014 establishing a Network Code on Gas Balancing of Transmission Networks). In view of the amendment of the Act on Measurements, new principles related to the verification of gas meters have also been proposed.

Additionally, in accordance with Article 26(4) NC BAL, you are invited to take part in consultation of the Methodology and assumptions used in arriving at the conclusion that the planned within day obligation meets criteria set out in Article 26(2) NC BAL.

For those customers of GAZ-SYSTEM S.A. who are interested in obtaining additional information concerning the new draft of the TNC, the TSO  will organise a workshop which will be held on Thursday 22 March 2018, between 10.00 – 15.00 hours in Adgar Ochota conference centre at al. Jerozolimskie 181 B in Warsaw.

The agenda of the workshop covers the following topics:

  • The procedure for the mobilisation and settlement of mandatory stocks of natural gas;
  • Capacity forecasts;
  • Expiry of the period of interim measures application under NC BAL and within day obligations,
  • Change in the principles concerning the verification of gas meters.

Gas Transmission Operator GAZ-SYSTEM S.A. is a strategic company for the Polish economy, responsible for the transmission of natural gas and the management of the most important gas pipelines in Poland. GAZ-SYSTEM S.A. is also the owner of Polskie LNG S.A., a company established to build the Świnoujście LNG terminal.

Further expansion of the domestic transmission system, including construction of new gas pipelines being part of the North-South Gas Corridor, as well as construction of interconnections with Lithuania, Slovakia and the Czech Republic, will enhance Poland’s energy security and contribute considerably to the development of the European transmission system.
In 2009-2015, GAZ-SYSTEM S.A. completed an investment plan consisting in the construction of over 1,200 km of new gas transmission lines in north-western and central Poland. The projects implemented by the company and the physical and virtual reversal on the Yamal pipeline have translated into a significant increase in technical import opportunities on routes other than from the East.
