Baltic Pipe: Bid for Design Documentation Development for Polish Gas Compressor Stations Selected by GAZ-SYSTEM

In response to the invitation to tender for the project comprising the development of design documentation for the expansion of gas compressor stations in Goleniów and Odolanów and the construction of the gas compressor station in Gustorzyn, four bids were submitted by the following entities:

  • Biuro Studiów i Projektów Gazownictwa GAZOPROJEKT S.A., (Wrocław, Poland)
  • A consortium comprising Biuro Projektów “Nafta-Gaz” Sp. z o.o., (Jasło, Poland) and Górnicze Biuro Projektów PANGAZ Sp. z o.o., (Cracow, Poland)
  • A consortium comprising Torpol Oil&Gas Sp. z o.o., (Wysogotowo, Poland) and GasOil Technology a.s., (Poprad, Slovakia)
  • ILF Consulting Engineers Polska Sp. z o.o., (Warsaw, Poland)

The prospective contractors could submit partial bids covering a single facility. On 24 November, GAZ-SYSTEM awarded the entire contract to Biuro Studiów i Projektów Gazownictwa GAZOPROJEKT S.A. which submitted best bids for each of the above-listed compressor stations.

Pursuant to the provisions of Polish Public Procurement Law, the bidders participating in the tender procedure have the right to file an appeal within 10 days of the date of announcing the selection of the best bid. No earlier than after the lapse of the above deadline, the Contracting Entity will be able to execute the contract with the selected company.

Under the design contract, the contractor will be required to obtain all necessary arrangements, approvals, opinions, permits, and decisions, as well as to provide author’s supervision services.

The project involves the expansion of two gas compressor stations in Goleniów and Odolanów, including gas transmission hub and associated infrastructure. In addition, the new compressor station will be built in Gustorzyn. These investment projects are necessary for the operation of the Polish transmission system after the offshore gas pipeline connecting Denmark and Poland is built.

To date, under the Baltic Pipe project, GAZ-SYSTEM has signed a contract with Ramboll Danmark A/S for analytical, research, and engineering design works for the construction of the Baltic Pipe offshore gas pipeline. The scope of works will include geophysical, geotechnical, and environmental surveys, and obtaining necessary permits for the construction of the offshore gas pipeline. Ramboll Danmark A/S is also accountable for preparing all procedures, arrangements, and consultations required by law. It will also draw up detailed engineering designs and procurement documentation required to commence and perform the construction works.

In the offshore part of the project, GAZ-SYSTEM will also benefit from the engineering support and experience of an Australian company, i.e. Subsea Engineering Associates Pty Ltd (SEA). SEA will provide technical supervision, planning support and risk management consulting to ensure the timely completion of the project. 

Moreover, in November under public procurement procedure, Tractebel Engineering Company was awarded the contract for the design of the gas pipeline located in Poland, connecting the offshore part of the Baltic Pipe and the national gas transmission system.

As defined in the Feasibility Study, the Baltic Pipe project shall consists of five main components:

  • Interconnecting pipeline from the Norwegian transmission pipeline in the North Sea to the receiving terminal in Denmark.
  • Expansion of the Danish onshore gas transmission system existing capacity.
  • Gas compressor station in Zealand, Denmark.
  • Offshore interconnecting pipeline from Denmark to Poland, including the receiving terminal.
  • Expansion of the onshore gas transmission system in Poland.

GAZ-SYSTEM plays a strategic role in the Polish economy. We are responsible for natural gas transmission and operate the most important gas pipelines in Poland. As part of the 2015-2025 investment programme, GAZ-SYSTEM plans to build over 2000 km of new gas pipelines in western, southern and eastern parts of Poland. Further development of the national transmission network, including the construction of new gas pipelines making part of the North-South Gas Corridor, as well as the construction of interconnections with the neighbouring countries, will strengthen Poland’s energy security and make an important contribution to the development of the European transmission system.

The Company is implementing one of the most important infrastructural projects in Poland – the Baltic Pipe project, which consists in the construction of a bidirectional offshore gas pipeline connecting Poland and Denmark and the expansion of the local transmission network.

GAZ-SYSTEM also controls Polskie LNG, the operator of the LNG terminal in Świnoujście.
