The amendment to the Regulation which regards the connection process
The Regulation of the Minister of Energy of 10 January 2017 introduced amendments to the Regulation of the Minister of Economy in the matter of the detailed conditions of the functioning of the gas system in the scope of the connection of recipients to the natural gas transmission network.
The amendments redefine the rules of access to the transmission network both of recipients from the C connection group, meaning the entities that deal with the transfer, distribution or storage of has fuels, possessing liquefied natural gas installations or conducting excavation operations from mines, as well as recipients from the A connection group, meaning recipients using gas fuel for their own operations, i.e. industrial processes, technological objectives, the equipment and installations of which are or will be directly connected to the transmission network.
In accordance with the provisions of the amended regulation dated 8 February 2017, the possibility of connection to the following exists:
- to the transmission network with a diameter less than DN 1300 for entities from the A connection group, which have, or will have at their disposal:
- installations and equipment with a connection capacity of 45,000 m3/h or greater if they are not connected with the distribution network,
- installations and equipment solely serving the powering of vehicles with natural gas, regardless of their capacity,
- entities from the C group connection to the transmission network with a diameter of DN 13000 or more for only equipment and installations, with the use of which operations in the scope of the transmission of fuels are conducted. This means that only the operator of the transmission system can connected to the transmission network with a diameter of DN 1300 and greater.
The Regulation in the matter of detailed conditions of gas system operations is available at the Customer Zone in the Legislation Pertinent to Gas Industry.
Gas Transmission Operator GAZ-SYSTEM S.A. is a strategic company for the Polish economy, responsible for the transmission of natural gas and the management of the most important gas pipelines in Poland. GAZ-SYSTEM S.A. is also the owner of Polskie LNG S.A., a company established to build the Świnoujście LNG terminal.
As part of its 2015-2025 investment scheme, GAZ-SYSTEM S.A. is planning to build over 2,000 km of new gas lines in western, southern and eastern Poland. Further expansion of the domestic transmission system, including construction of new gas pipelines being part of the North-South Gas Corridor, as well as construction of interconnections with Lithuania, Slovakia and the Czech Republic, will enhance Poland’s energy security and contribute considerably to the development of the European transmission system.
In 2009-2015, GAZ-SYSTEM S.A. completed an investment plan consisting in the construction of over 1,200 km of new gas transmission lines in north-western and central Poland. The projects implemented by the company and the physical and virtual reversal on the Yamal pipeline have translated into a significant increase in technical import opportunities on routes other than from the East.
