Zdzieszowice-Wrocław gas pipeline

 

Description of the investment

The aim of the project is the construction of the Zdzieszowice-Wrocław gas pipeline, measuring approximately 130 km, with a diameter of 1000 mm and a pressure of 8,4 MPa in the territory of voivodeships:

  • Dolnośląskie in the municipalities of Długołęka, Czernica, Oława, 
  • Opolskie in the municipalities of Skarbimierz, Olszanka, Lewin Brzeski, Dąbrowa, Opole, Prószków, Tarnów Opolski, Gogolin, Zdzieszowice, Leśnica

The project has been divided into two sections: 

 
• Section I: Brzeg - Zębice - Kiełczów (from Skarbimierz to Kiełczów) with a length of 49 km - implemented by the GAZ-SYSTEM branch in Wrocław.

Section II: Zdzieszowice – Brzeg (from Leśnica to Skarbimierz) with length of 80 km implemented by the GAZ-SYSTEM branch in Świerklany.

 The pipeline will mostly run along the existing high pressure gas pipeline.

 

 

Stage of the investment

The stage of developing project documentation has been completed.

GAZ-SYSTEM has begun the construction of the Zdzieszowice - Wrocław gas pipeline.

The contractor of design documentation and author's supervision over the construction of the Zdzieszowice – Wrocław pipeline is a PGNiG GAZOPROJEKT S.A.

The contractors of the construction works are:

  • STALPROFIL S.A. - Section I,
  • IDS-BUD S.A. - Section II.

The construction of the gas pipeline is planned to be completed in 2020.

Benefits resulting from the project

The effect of the investment will be increasing the safety and reliability of natural gas transmission to the region and on the national scale increasing the transmission capacity and the degree of diversification of natural gas sources. It will also constitute a crucial component of the North-South Gas Corridor.

Completion of the project will result in the following:
• increased capacity of the transmission system,
• increased value of the neighbouring areas, which will be more attractive for investors,
• enhanced level of gas transmission security in the region.

The property tax paid each year by GAZ-SYSTEM, equaling 2% of the value of the transmission infrastructure located within the territory of a given municipality, will be considerable benefit for the local communities in question. The taxes will benefit the local budgets on a regular basis, and can be earmarked to address the needs of local communities.

Legal basis

The project is performed based on the provisions of the Act of 24 April 2009 on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście (consolidated wording: Journal of Laws No 84, item 700, amended). The gas pipeline has been included in the catalogue of projects accompanying the terminal-related projects, pursuant to the Act of 30 May 2014 amending the Act on investment projects related to the liquefied natural gas re-gasification terminal in Świnoujście and amending the Act on real estate management (Journal of Laws of 2014, item 906).

European Union subsidies

  • On December 28, 2016, a contract was signed for co-financing for the project entitled "Zdzieszowice-Wrocław gas pipeline" from the European Regional Development Fund under the Operational Program Infrastructure and Environment 2014-2020. The value of co-financing available for acquisition from the EU was set at PLN 340 281 589 with the total value of PLN 753 349 304 and the eligible costs at the level of PLN 607,651,800.

  • Pursuant to the Decision of the European Commission dated 19/11/2012, GAZ-SYSTEM S.A. and NET4GAS s.r.o. obtained financial support for the project entitled "Pre-investment studies and works in the scope of the use and possibility of further development of the intersystem gas pipeline between Poland and the Czech Republic" under the TEN-E programme (the Trans-European Networks-Energy.)

Project of Common Interest

Location decision

  • Section I: Brzeg – Zębice – Kiełczów

On 20 October 2015, the Lower Silesia voivodeship Governor issued the decision No. I-Pg-40/2015 on determining the location of the investment accompanying the investment in the liquefied natural gas regasification terminal in Świnoujście, consisting in the construction of the high-pressure gas pipeline Zdzieszowice - Wrocław DN1000 MOP 8.4 MPa with facilities accompanying and infrastructure necessary for its operation, including: the section I: Brzeg- Zębice- Kiełczów and the section II: Zdzieszowice - Brzeg in the Lower Silesia Voivodeship. 

  • Section II: Zdzieszowice – Brzeg

On 22 October 2015,the Opolskie voivodeship Governor issued the decision No. 1/2015 on determining the location of the investment accompanying the investment in the liquefied natural gas regasification terminal in Świnoujście, consisting in the construction of the Zdzieszowice-Wrocław gas pipeline DN1000 MOP 8.4 Mpa, ca.130 km long with accompanying facilities and infrastructure necessary for its operation, including the section I: Brzeg- Zębice- Kiełczów, ca. 46 km long and the section II: Zdzieszowice - Brzeg, ca. 84 km long, in the Opolskie Voivodeship. 

Building permits

  • Section I: Brzeg – Zębice – Kiełczów

On 22 February 2017, the Opolskie voivodeship Governor issued a building permit for the Zdzieszowice - Wrocław gas pipeline on the section: Brzeg - Zębice - Kiełczów in the Opolskie Voivodeship.

On 24 May 2017, the Lower Silesia voivodeship Governor  issued a building permit for the Zdzieszowice - Wrocław gas pipeline on the section: Brzeg - Zębice - Kiełczów in the Lower Silesia Voivodeship.

  •  Section II: Zdzieszowice – Brzeg

On 13 January 2017, the Opolskie voivodeship Governor issued a building permit for the Zdzieszowice-Wrocław gas pipeline on the section: Zdzieszowice - Brzeg  in the Opolskie Voivodeship.
