Capacity alocation

NOTE: The current and detailed interpretation of the principles of the provision of services by GAZ-SYSTEM S.A. is contained in the applicable Transmission Network Code (TNC). The details of capacity allocation are described in point 7 of the TNC.  
 
GAZ-SYSTEM S.A. allocates capacity on transparent and non-discriminatory principles which apply to all transmission system users. 

Maximum 90% of the available technical capacity is available for annual periods.

At least 10% of the technical capacity on quarter products is offered for next gas year. 

The unsolded capacity as year and quarterly products is available as monhtly or one day products.

Types of allocated capacity:
• on a firm basis
• reverse flow on a firm basis
• conditional on a firm basis
• on an interrupted basis – in the absence of the ability to allocate firm capacity and after receiving User acceptance,
• on a reversed basis – on an interrupted basis at specified points of the system.
• reverse flow on interruptible basis

FIRM CAPACITY 

The only condition for applying for capacity allocation is the signature of a transmission contract with GAZ-SYSTEM S.A. as a frame contract and participation in the Capacity Allocation Procedure (CA Procedure). 

Capacity allocation during the current gas year

Applications for the capacity allocation of quarterly, monthly and one day products during the gas year should be submitted no earlier than 2 months and no later than 2 weeks before the expected date of use of the capacity.

The following are required for participation in the CA Procedure:
• the conclusion of a frame contract with GAZ-SYSTEM S.A.
• the submission of a capacity allocation CA application (CA Application)
• the submission of Financial Security Statement.


Capacity allocation applications submitted between 20 April and 10 May of each gas year for selected points of the transmission system for a period of up to the following four gas years take part in the Capacity Allocation Process.


The capacity allocation procedure (window of time 20 April –10 May) is also necessarily applied to half-yearly, quarterly and monthly periods, the implementation of which is to start on 1 October of the gas year following the gas year in which the capacity is allocated.


Every participant of the CA Procedure may submit 1 CA Application in a given physical point of entry or exit, in which he specifies the order for annual, half-yearly, quarterly and monthly periods.


The date of submission of the application for the conclusion of a transmission contract, a contract on capacity allocation (CA) or the amendment of these documents is considered the date of submission of documents to GAZ-SYSTEM S.A. which are correct in formal/legal terms. Applications submitted in the CA Procedure shall be assessed in formal/legal and technical terms. 


• By the 10th June the information for CA Procedure participants on necessity to allocate capacity among existing and new system users through a CA Agreement (if the sum of the capacity ordered at the connection with domestic gas fuel deposits, gas mixing and low-methane natural gas conversion facilities, as well as at the connection with customer installations and the distribution network of the distribution system operator, with which an inter-operator transmission contract has not been concluded, exceeds the available capacity) is provided.
• By 31st July the information for CA Procedure participants about capacity allocation is provided.


Auction mechanisms:

Capacity allocation is contracted according to the auction mechanisms described in point 7.4.12 of the TNC.

In the case of participating in the auction procedure (as described in point 7.4.12 of the TNC) it is necessary to:
• submit a statement on the choice of the form of financial security
• grant powers of attorney to people, who will be able to represent the entity at the auction conducted by GAZ-SYSTEM S.A.
• obtain a login to the Information Interchange System (IIS), as well as rights to the use the AUCTIONS tab

INTERRUPTED CAPACITY 

GAZ-SYSTEM S.A. specifies the level of the available interrupted capacity, ensuring equal treatment of all entities.
GAZ-SYSTEM S.A. provides interrupted capacity if there is no firm capacity available.  The user can use the firm and interrupted capacity at one point.
