Balancing Services Market
The Balancing Services Market is an interim measure introduced by Transmission System Operator in accordance with the “Report on the Interim Measures Planned for the Implementation by GAZ-SYSTEM S.A. in connection with the entry into force of Commission Regulation (EU) No 312/2014 of 26 March 2014 establishing a Network Code on Gas Balancing of Transmission Networks” approved by the President of the Energy Regulatory Office. This market provides offers for system services which are placed by the Balancing Services Market Participants (URB) to GAZ-SYSTEM S.A., who runs the market. The operation of the Balancing Services Market run by GAZ-SYSTEM S.A. is described in Chapter 15 of TNC TGPS.
The Balancing Services Market is a market tjool used to provide the operator with the possibility to manage system congestion and balance the transmission system. As part of the Balancing Services Market, the Balancing Services Market Participants is able to place offers for system services with GAZ-SYSTEM S.A., i.e. for the supply or off-take of gas both at a virtual point and at specific physical points (“locational product”).
Thanks to launching a flexible Balancing Services Market, based on analyses of the transmission system operation, the structure of gas deliveries to the transmission system via individual entry points and the fluctuations of gas off-take patterns by clients at exit points, the transmission system operator is able to take on-going action to ensure that the transmission system is balanced, by way of purchasing appropriate system services, in the absence of sufficient liquidity of the short term wholesale gas market or in the absence of locational products at the trading platform.
The launch of the Balancing Services Market fulfils the obligation enforcing application of market mechanisms in order to ensure the integral system operation (physical balancing of the transmission network), which is laid down in Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks and repealing Regulation (EC) No 1775/2005, the draft regulation of the European Commission establishing a network code for balancing gas in transmission networks (developed on the basis of ACER Framework Guidelines on balancing gas transmission systems) and in the applicable TGPS Transmission Network Code approved by the President of the Polish Energy Regulatory Office.
